Our 2023 Keynote Speakers

Lt. Gen. Richard E. Carey
Lieutenant General Richard E. Carey, born in 1928, retired from the Marine Corps on March 1, 1983. During his military career, he held significant roles, including Commanding General of Marine Corps Development and Education Command from 1980 to 1983. He was awarded the Distinguished Service Medal for his exceptional service and leadership. He began as an enlisted member in the V-5 program in 1945, transitioned to the Marine Corps, and rose to the rank of second lieutenant by 1948. He actively participated in combat operations during the Korean War, earning the Silver Star Medal. Throughout his career, Carey held various assignments, notably as a squadron pilot and staff officer, and he commanded several Marine units. His achievements spanned from aviation to logistics, and he was recognized with awards such as the Legion of Merit, Distinguished Flying Cross, and Purple Heart. He graduated from the Naval War College and held a Bachelor of Science degree in Business Administration from George Washington University.

Brig. Gen. Chris Barra
Brigadier General Chris Barra, originally from Livingston, NJ, graduated as a Distinguished Graduate from West Point in 1989 and was commissioned in the Field Artillery. He served with the 25th Infantry Division at Schofield Barracks, HI, in roles such as Fire Direction Officer and Fire Support Officer. After leaving active duty, he joined several Reserve units, fulfilling various leadership positions including Assistant Professor of Military Science at UCLA, Commander of the 2209th Mobilization Support Battalion, and leading two Brigades—the 653rd Regional Support Group and the 304th Sustainment Brigade. He also served as Chief of Staff of the 311th ESC and Deputy Commanding General for Support at the 63rd Readiness Division. Currently, he holds the position of Commanding General of the 451st ESC in Wichita, KS. BG Barra's notable achievements encompass his deployment during Operation Iraqi Freedom, and he's been recognized with awards like the Legion of Merit, Army Commendation Medal, and Combat Action Badge. He's a graduate of several prestigious institutions including the Command and General Staff College, US Army War College, and has an MBA from UCLA. He remains active in his community, coaching sports, teaching military history at UCLA, and pursuing personal interests like running marathons and golf.
